Dear guests, friends from the news media, ladies and gentlemen,

Good afternoon.

The 4th China Beijing International Cultural & Creative Industry Expo (ICCIE), which is jointly sponsored by the Ministry of Culture, the State Administration of Radio Film and Television, General Administration of Press and Publication and the Beijing Municipal People’s Government, is to be held in Beijing from November 25 to 29, 2009. Now, entrusted by the organizing committee, I will give a brief introduction to friends from the news media and other guests present here about the overall arrangements and preparations for the current ICCIE.

The 4th session of ICCIE is the first large-scale national-level event for international exchange and cooperation in cultural and creative industries after the Chinese government issued the National Plan to Develop Cultural Industry. It is also the new appearance of China's cultural and creative industries entering the golden period of development against the background of international financial crisis. The 4th ICCIE, which is held at this new historical starting point, can be described as enjoying favorable climatic, geographical and human conditions. It will attract domestic and foreign eyesight, and fully demonstrate cooperative and win-win business opportunities

The current ICCIE will fully implement the strategic orientation and focus as set in the National Plan to Develop Cultural Industry. Taking “Inspiring Cultural Creativity and Promoting Sustainable Development” as its theme, and focusing on the central tasks of "expanding domestic demand, maintaining growth and promoting development," the ICCIE will build a service platform of cultural trade for domestic and foreign cultural enterprises to conduct product promotion, trade in factors of production, exchange of industry information, and communication of forward thinking. It will demonstrate fully the fruitful results of cultural and creative industries in stimulating consumption, expanding domestic demand, promoting economic growth, and leading industrial upgrading and innovative development. It will highlight the bright prospects for cultural and creative industries to achieve a new leap and the huge market space under the guidance of the National Plan; promote more social capital and foreign capital to enter the cultural industries; and promote China's cultural and creative businesses, products and services to develop domestic and international markets.

1. Main Activities

Compared with the previous three sessions, the current ICCIE has richer content, with upgraded professionalism, and more pragmatic activities. During the 4th ICCIE, nearly 100 activities will be held, covering six series of comprehensive activities, exhibitions, forums and summit conferences, trade promotions, cultural performances and creative activities.

Exhibitions: The main venue for the exhibitions will be China International Exhibition Center, with simultaneous display in nine exhibition sub-venues in Beijing. The main exhibition venue consists of 9 halls, with a total area of 65,000 square meters. It will hold specialized pavilions for radio, film and television; heritage and museum derivatives; cultural tourism goods; sports industry; press, publication and copyright trade; animated cartoon games; creative design; galleries and works of art; and creative gifts. Cultural and creative industries of various provinces, autonomous regions and municipalities, cultural and creative industries clustering zones in Beijing, and more than 50 cultural and creative enterprises from Taiwan will set up special pavilions for overall display. Sub-venues include the Seventh China International Internet Culture Exposition, China Sourcing Fair for Etiquette and Leisure Products, Art in China - National Art Exhibition, Legacy of the Capital’s Charm - Old Beijing in Westerners’ Eyes, “Touch • Perception - from the Louvre to the Millennium Monument” Art Tour Exhibition, sub-venue at the School of Animation of Beijing Film Academy, Photography and Art Exhibition of Beijing’s Industrial Creative Achievements, High-fidelity Imitation Printing Artworks Show, and the sub-venue for cultural and creative activities in districts and counties of Beijing.

Forums and summits: Compared with the previous sessions, the current ICCIE will streamline its forums with focused theses. The interpretation and implementation of the National Plan to Develop Cultural Industry constitute the common core content for the ICCIE forums. They include 8 forums with “the International Forum on the Development of China’s Cultural and Creative Industries” as the main forum, and “Forum on the Development of Radio, Film and Television”, “China (Beijing) International Copyright Forum”, “Forum on Featured Tours of Museums”, “Beijing Sports Industry Development Forum”, “Forum of Creative Tourism Product Designers from Beijing, Hong Kong and Taiwan”, “International Forum on the Development of Animation Industry”, “Forum on the Clustering Zones for Cultural and Creative Industries”, and “Forum on the Development of Beijing’s Cultural and Creative Industries”.

Trade promotions: The current ICCIE will hold 15 special trade promotions in 9 themes, with an increased number of activities and enhanced proportion of projects as compared with previous sessions, striving to provide multi-level and wide-ranging opportunities for business cooperation and trade for domestic and foreign businessmen and investment and financing institutions. They include: International Book Fair, Promotion of Supporting Policies and Cooperation Projects of Cultural and Creative Industries, Promotion of Investment and Financing Projects for Beijing’s Cultural and Creative Industries, Fair on Cross-strait Opportunities in Cultural and Creative Industries, Project Promotion for the Capital’s Sports Industry, etc. Activities held for the first time include: Art Image Licensing Fair, Promotion of Beijing's Top Sporting Events, and Promotion of the Concept of “Design to Enhance Value” and the Outcome. Some provinces and cities nationwide and the industry function areas in Beijing participating in the ICCIE will take the ICCIE platform to organize series of promotions for their cultural and creative industry projects. Six art collection auctions which are influential in the collection circles will be held one after another at the ICCIE.

Creative activities: Nine activities will be held including Creativity Day by the United Kingdom which is held for the first time, Competition of Beijing's Cultural and Creative Works on New Countryside, Beijing Creative Design Tour, as well as the Second Conference on China’s Convention Industry, Annual Festival for China’s New Media, Fourth Annual Summit of China’s Creative Industries, Presentation Ceremony of the 2009 China Red Star Award for Innovative Design, the Fourth Beijing Youth’s Cultural and Creative Festival, and Industrial Tourism - Creative Living Experience.

Art performances: A meticulously planned creative special theatrical show will raise the curtain for the 4th ICCIE. Colorful performances will include Beijing Arturo Denedetti Michelangeli International Piano Festival which is held for the first time, shows performed side by side by Peking Opera stars from cities at both sides of the Strait, the original exquisite dance drama “The Gold Face Dynasty”, and the large-scale animation puppet drama “Crisis of the Animal Kingdom”. The performances in which the modern and the classic converge will showcase the variety of the market for artistic performances.

2. Six Major Characteristics

Judging from the current progress of the preparations, the current ICCIE will show six characteristics:

The first is the “Five New” assemblage showing fully the vitality potential of China’s cultural and creative industries.

Inspired and guided by the National Plan to Develop Cultural Industry, the current ICCIE will present a posture of assemblage of “Five New Features”, that is, the new operating style of cultural industries, the new cultural market entities, the new projects of cultural and creative industries, the new hot topics and the new cultural products. First, there will be a highlighted display of new operating styles of cultural industries which are characterized by high-tech digitalization, including such new media as high definition interactive digital TV, mobile multimedia TV, Internet radio and television broadcasting, mobile radio and television, as well as digital publications, etc. China International Internet Culture Exposition, which is held for the 7th time, joins efforts with ICCIE for the first time to give a concentrated expression to the development opportunities of the Internet culture industry and digital content industry. Second, a large number of new cultural market entities which have been successfully restructured as enterprises in the institutional reforms at the central and local levels, including the backbone cultural enterprises and enterprise groups in such areas as performing arts, animation, games, Internet culture, and the production, distribution and broadcast of films and TV programs, will bring their innovative cultural products to put on display at the ICCIE. Third, new projects of cultural and creative industries from all over the country, including those with a major demonstration effect and a major driving role in the cultural industry, will receive highlighted promotion. Fourth, the new hot topics emerging in the follow-up and implementation of the National Plan will become the themes for discussion in various forums; and the new concepts and new ideas developed in the collision at forums will have an important leading role in the development of related industries. Fifth, the new innovative cultural products will become the protagonist of ICCIE. The Promotion of Beijing's Top Sporting Events, which is held for the first time, will focus on promoting to the market nine sports events in Beijing as new cultural products, including the 2010 first World Martial Arts Fighting Games, China Tennis Open, World Snooker China Open, etc.

The second is to focus on industry-led efforts to promote the arrival of major industrial projects

The promotion of cultural and creative industrial projects is the highlight of this ICCIE. While displaying their featured cultural industries and products, China’s provinces, autonomous regions and municipalities will put forward in a big way their key industrial projects, which constitute new symbols of the city's image, to seek cooperation. The Taihu sub-venue for the International Book Fair will hold on-site procurement and ordering activities for all varieties of Chinese and foreign language books, audio-visual products and electronic publications, focusing on new books of the year and best-sellers. China Sourcing Fair for Etiquette and Leisure Products held for the first time and concurrently the Chinese Etiquette and Leisure Products Innovative Design Exhibition will make efforts to build a trade docking platform. It will invite more than 10 key national trade associations and their affiliated purchasers and suppliers from the United States, the United Kingdom, and European Union countries to participate. Heritage and Museum Exhibition and the Forum will, for the first time, combine the museum culture and tourism economy, conducting discussions and promotions on the depth development of museum resources and featured cultural tourism. Promotion of Sports Industry Projects will conduct promotion and financing for dozens of key projects in various areas such as the construction of the eight functional zones for the sports industry in the capital city, fitness recreation, intermediary services, product research, development and production, and featured neighborhoods. “Taipei Thematic Exhibition” will, in its 4000 square meters of exhibition area, invite targeted mainland cultural and creative businesses to attend, and organize on-site project and product promotions to enable direct negotiation and docking with the participating enterprises. Dozens of industry-led projects including the Qianmen Traditional Cultural Industry Clustering Area in Beijing’s Chongwen District, the CRD in Shijingshan, Yonghe Park in East City District, the film base in Huairou, the new media base in Daxing, industrial park of the International Exhibition Center in Shunyi will conduct comprehensive promotions by facing domestic and international markets. To promote the industrialization process, relevant departments will, at the ICCIE, launch a series of policies to foster the cultural industry, and interpret policy issues related to industrialization.

The third is that innovative cultural products gather together to guide expansion of cultural consumption

In order to adapt to the new changes in the mass consumption structure and their new aesthetic demands, the current ICCIE will expand the display field of cultural consumption products, gathering together diversified, multi-level and multi-field innovative cultural products and original works. Among them, at the Creative Life - Furnishings Art Exhibition which is established for the first time, more than 10 well-known furnishings enterprises from France, the United States and China will put on display domestic furnishings and art products. Cultural and creative industry companies from various provinces, autonomous regions and municipalities will exert themselves to launch their branded, original and innovative cultural products with geographical and ethnic characteristics. Creative Gifts & Crafts Trade Show will set up special display areas for traditional arts and crafts, purple sand ceramic culture, wood art, root carving and creative gifts respectively. Radio, Film and Television Exhibition and the Animated Cartoon Pavilion will introduce “Hua Mulan”, the high-definition animation “Romance of Three Kingdoms” and a new batch of film and television productions. The Tourist Commodities Fair will focus on displaying winning entries in the Tourist Commodity Design Contest and works from Hong Kong and Taiwan in the “Beijing Gift” Design Invitational. Heritage and Museum Exhibition will bring together many Beijing antique shops and art collection businesses to introduce a large number of heritage and museum derivative products. The Sports Pavilion will put new sports and cultural products in close contact with people’s life to attract the public's leisure and cultural consumption, and these include the post-Olympic venues, sports collectibles, sports and fitness businesses and fishing, model aircraft, the community cage football, etc..

The fourth is that financing and listing have become hot spots, urging the industry to join hands with capital.

The publication of the National Plan to Develop Cultural Industry has accelerated the pace of social capital and foreign investment entering cultural industries. The current ICCIE will see a particularly close combination of cultural industries and capital. How to reduce the access threshold, to guide and support non-public capital into cultural and creative industries, how to create a healthy investment and financing system for the cultural industry to break the bottleneck of difficulties in financing small and medium cultural enterprises, and how to introduce strategic investment to cultivate listed cultural companies with strong core competitiveness, these have become the common hot topics of the main forum and other specialized forums. Major commercial banks and more than a hundred organizations active in China, including venture capital, start-up capital, private equity, venture capital institutions, law and accounting firms, investment advisory and assessment services have actively registered to attend the ICCIE so as to have direct dialogue and project docking with government authorities and cultural and creative enterprises so as to seek cultural and creative products with investment value.

The fifth is the multi-dimensional participation of foreign business organizations with the internationalization level enhanced.

Attracted by the momentum of rapid development of China's economy and cultural and creative industries, the overseas participation scope of the current ICCIE will be expanded with the level of internationalization upgraded. Taking a special trip to attend ICCIE will be high-level responsible members of international organizations including Mario Amano, Deputy Secretary-General of OECD; Eric Smith, Chairman of International Intellectual Property Alliance; Maurice F. Strong, former vice-secretary-general of the United Nations; Simon Ellis, Regional Advisor of the Institute for Statistics, UNESCO; Vesna Dovnikovic, General Secretary of ASIFA; Didier Scaillet, Chief Development Officer of Meeting Professionals International; Michael Tay, Director of Operations, Asia Pacific of Meeting Professionals International; Dave Comley, Commercial Director of International Visual Communication Association; and Alfonso Ruiz , President of the Association of European Radios; and more than 60 governmental and professional delegations from 37 countries including the United Kingdom, Italy, the United States, Germany, and Korea as well as Hong Kong, Macao and Taiwan regions. Dozens of the world's well-known experts, scholars, and entrepreneurs in cultural and creative industries will board the ICCIE forums to share with their Chinese counterparts their forward-looking ideas and experiences in the industrial development. At ICCIE exhibition, business associations and cultural institutions from more than 10 countries including Chile, Germany, Bangladesh, Colombia, Italy, Vietnam will set up special booths to conduct extensive exchanges with the Chinese cultural and creative industry sector. The thematic event of Creativity Day by the United Kingdom will be held for the first time, and the Japanese exhibition delegation will make their first appearance at ICCIE exhibition. The exhibition of Legacy of the Capital’s Charm - Old Beijing in Westerners’ Eyes, which is to be held for the first time at the sub-venue of China Millennium Monument, will put on display 150 pieces of Old Beijing engravings drawn by Westerners a century ago, and architectural models, old books, old landmark photos, which show from a unique perspective foreigners’ perception and understanding of Beijing-flavored culture. The “Touch • Perception - from the Louvre to the Millennium Monument” Art Tour Exhibition, which enjoys direct involvement from the Louvre Museum in Paris, will present to the audience its world-famous cultural charm. Beijing Arturo Denedetti Michelangeli International Piano Festival, which is held for the first time, is co-sponsored by China Broadcast Performing Arts Troupe and the organizing committee of Italy’s Michelangeli Piano Music Festival. During the event more than ten internationally renowned pianists will come to Beijing to give special performances to present elegant artistic temperaments with their superb playing skills.

The sixth is all-round interaction, showing a new pattern of cultural exposition.

The current ICCIE has had breakthroughs in its form, content, time and space as compared with the pattern of previous sessions. The exhibition will showcase a large number of key industrial projects, and take turns to hold project promotions, demonstrations and interactive activities. Part of the forums, apart from conducting theoretical discussions and idea collisions, will include introduction to a number of key industrial projects. Project promotions will include such contents as industrial policy explanation and practical discussions. At the main exhibition venue, the first cultural and creative talent job fair will be organized, and more than 200 cultural enterprises have already registered for participation. The space and time of the current ICCIE has also been expanded. The venues have been extended from the main exhibition area to 12 exhibition venues including the Beijing Exhibition Center, the China Millennium Monument, Publishing and Distribution Logistics Center, etc. For the first time, sub-venues are set up in Chaoyang, Chongwen, Fangshan and Xuanwu Districts, displaying on the spot in a three-dimensional manner their cultural and creative industry development environment and planning prospects. Before the official ICCIE time of November 25-29, the “Sports Industry Development Forum”, “Forum on Featured Tours of Museums”, the “Legacy of the Capital’s Charm Exhibition” and “From the Louvre to the Millennium Monument Art Tour Exhibition” at sub-venues will have an early start. After the closing of the ICCIE, the “China Internet Culture Expo” and some auctions will be held. Meanwhile, the online ICCIE booth at the official ICCIE website will be accessible all year round.

Today, there are 28 days from the opening of the fourth ICCIE and the preparatory work for ICCIE is well underway. The invitation work for the main exhibition venue has virtually been completed, some of the exhibition halls have been “filled up”; and domestic and overseas guests attending are confirmed one after another. On the basis of collecting cultural and creative industry projects from various provinces, autonomous regions, and municipalities, the Organizing Committee Office is working on the project list and strive to do pre-promotion and docking for part of the projects. Programs for activities in such areas as forums and summit conferences, trade promotions, creative activities, and theatrical performances are being refined and perfected, and efforts are being made to invite professional audiences and businessmen.

We sincerely hope that ICCIE will receive enthusiastic attention and support from all sectors of society and from the news media in particular. Through your participation, publicity and promotion let all sectors of society learn more about ICCIE and show concern for the development of cultural and creative industries so as to jointly promote the large-scale prosperity and development of China's cultural and creative industries.
